What do "RS" and "FS" mean in the accuracy notation of the catalog?

Accuracy notations are categorized into RS accuracy (Reading Scale: reading value) and FS accuracy (Full Scale: maximum value).

RS (Reading Scale accuracy) is the error percentage against the indicated (displayed) value, no matter what the flow rate point is. This is notated as %RD, %RS, or Reading Scale, etc.

FS (Full Scale accuracy) is the error percentage against the maximum value determined as the measurement maximum value (full scale). The error increases relatively as the indicated (displayed) value becomes smaller from the maximum value. This is notated as %FS or full scale, etc.
